Born in Omsk oblast, Russian Federation. Graduated from Judicial and Prosecutor Faculty of the Sverdlovsk Law Institute.

Throughout the career worked as an Inspector of the Sverdlovsk Department of Internal Affairs on Transport, Judge of the Ivdel City People’s Court, Sverdlovsk oblast, Russian Federation, Deputy Chairman for criminal affairs of the Almaty City Court, Instructor and Counsel of the State and Legal Department of the Central Committee of the Kazakhstan Communist Party, Judge of the Supreme Court of the Republic of Kazakhstan, Deputy General Prosecutor of the Republic of Kazakhstan, Vice Minister of Justice of the Republic of Kazakhstan, General Manager of the Negotiations and Legal Department of Tengizchevroil Joint Venture.

Participated in the development of a number of Republic of Kazakhstan laws, in particular, «On Courts and Status of Judges», «On Prosecutor’s Office», «On Enforcement Proceedings and Law Enforcement Officers», «On Advocacy», «On Court Marshals» as well as in the development of Criminal, Criminal Procedure, Civil and Civil Procedure Codes of the Republic of Kazakhstan. Several legislative acts, such as «On Court Marshals», «On Enforcement Proceedings and Law Enforcement Officers», as well as Criminal Code were adopted by the Republic of Kazakhstan Parliament as advised by him.

Was a member of the editorial boards of the «Bulletin of Supreme Court of RK», «Zan zhane Zaman» («Law and Time») journals.

Was awarded «Kurmet» order and medals: «10 years of the Republic of Kazakhstan Constitution», «20 years of Independence of the Republic of Kazakhstan», «20 years of the Prosecutor’s Office of the Republic of Kazakhstan» for considerable input into the development of the Republic of Kazakhstan legal system, and Cicero International Award.

Author of over 100 academic publications, including, among others, the books: «Treatise on Law»; «Responsibility for Crimes in the Sphere of Financial and Credit Relations» (monograph, published in Russian and English); «The Issues of Statutory Regulation of Development, Production, Storage and Transportation of Sulfur» (academic and practice reference book, published in Russian and English); «Subsoil Use and Law in the Republic of Kazakhstan» (academic and practice reference book); «The Issues of Legal Regulation of Subsoil Use: National Experience and International Practice» (monograph, published in Russian and Kazakh); «….And open my heart will be» (autobiographical novel).
